    • In a medium heavy saucepan, combine water, rice, and the cinnamon stick. Heat on medium-high until the mixture reaches a boil.Cook uncovered until the rice is soft, about 18 minutes.
    • Strain out the water, discard the cinnamon stick, and return the rice to the saucepan.
    • Add evaporated milk, condensed milk, and whole milk to the rice. Heat over medium-high until the mixture starts to boil.
    • Lower the heat to low and cook uncovered, stirring continuously, until it thickens, about 20 minutes.
    1. Stir in the raisins, mix well, and transfer the pudding to a serving bowl.
    2. Dust with ground cinnamon before serving.
